My guess is that this was a rail enthusiasts tour, there is no platform and they seem to be in a loose group (except for the fellows on the track).

Probably Suffolk Street goods depot, Birmingham. The Stephenson Locomotive Society ran a Birmingham Area Rail Tour at the end of May 1959, part 2 of which was by DMU, probably a Metro-Cammell Unit. Source: Six Bells Junction web site:

And looking on Streetmap's web site, Birmingham appears to have a Suffolk Street quite close to the railway
