These were "Streamlined" Diesel Rail-Cars. Introduced by the Great Western Railway this one, W34W, was one of only two that were parcels cars the other was W17W. Info thanks to John Southall.

I did some digging myself:
This is an AEC diesel railcar; it has two vertically mounted AEC engines. It could run speeds of up to 80mph.
